Implementation of the Maldives Police Service Strategic Plan 2007-2011: An Analysis

CHRI undertook a study on the implementation of the Maldives Police Service first Strategic Plan 2007-2011. The central aim of the study was to identify gaps and problems that exist in the decision making process within MPS, how transparent and consultative the process is, and the rigour with which it is implemented across the island country. The idea was to determine the nature of organizational change and make recommendations for strengthening democratic police management. A survey was carried out in ten out of 21 atolls both among police officers as well as community leaders and CSOs to determine the implementation of strategies and goals. This report is a summary of the findings of the survey together with meetings and discussions held in the capital city.
