A big part of CHRI’s work is analysing draft police legislation, or proposed legislation relating to police oversight bodies to point out gaps and suggest new provisions. Since the Supreme Court judgment in 2006, many states have passed new Police Acts.

Poor public defense and under-utilization of non-custodial measures add to the growing malaise of unnecessary or prolonged detention. Lack of inspections and sketchy implementation of oversight mechanisms turn prisons into frightening wrecks with shoddy living conditions.

Positioned at the very end of the criminal justice system, prisons and prisoners get minimal attention. Intended to keep the convicted away from society, prisons are often places of injustice with little possibility of rehabilitation.

Our Access to information programme advocates for the realisation of people’s basic human right to access information from government and other public bodies in Commonwealth countries. Currently, only 33 of the 54 Member States have national level right to information legislation in place.
