Law
In
May 2005, the national Right
to Information Act 2005 was passed by Parliament. The RTI Act
2005 received Presidential assent on 15 June and came fully into
force on 12 October 2005. (For more information on the passage of

here.)
The RTI Act 2005 covers all Central, State and local government
bodies and applies to the State Government of Meghalaya.
The
Meghalaya Government has started implementing the RTI Act 2005.
The Government has issued the Meghalaya
Right to Information Fee Rules 2005.

Activities & Advocacy
- The Meghalaya Right to Information Movement has
been working towards the Act's effective implementation in the
State. Their activities
and efforts over the past few months reveal that though the State
Government has taken a number of measures to implement the Act,
there are a number of practical difficulties being faced by applicants
for example, non-assumption of office of the Chief Information
Commissioner, appointment of a single Information Commissioner,
unavailability of PIOs in the office etc. For more information

- CHRI has conducted two training workshop for
Government officers in Shillong. On 25 August, CHRI conducted
a half-day sensitisation workshop for officials. The workshop
was inaugurated by the Chief Minister and attended by the Chief
Secretary, Addl. Chief Secretary, Principal Secretaries and close
to 40 senior officers. The Workshop
Report captures the key discussions that took place. In September,
CHRI was invited back to conduct a two-day training programme
for PIOs, APIOs and other officers from 14-15 September.
