In May 2005, the national Right to Information Act 2005 was passed by Parliament. The RTI Act 2005 received Presidential assent on 15 June and came fully into force on 12 October 2005. The RTI Act 2005 covers all Central, State and local government bodies and applies to the State Government of Manipur.

The Manipur Government has started implementing the RTI Act 2005. The Government issued the Manipur Right to Information (Regulation of Fee and Costs) Rules, 2005.

Newsupdates, Activities & Advocacy

• The Manipur government has made rules outlining the procedure for appealing against decisions of Public Information Officers (PIOs) under the Right to Information (RTI) Act. The Manipur Information Commission (Appeal Procedure) Rules 2006 will come into force shortly even though the departments within the purview of the Act are yet to prepare and publish their respective implementation manuals. The individual manuals should make clear: the powers and duties of a department’s officers and employees; the procedures followed in the decision making process including channels of supervision and accountability and the norms set for the discharge of functions and budget allocations. • The Directorate of Information & Public Relations, Government of Manipur has appointed information officers of the Arts & Culture Department.

• Chief Secretary Jarnail Singh has issued instructions to Heads of Departments to make arrangements to implement the RTI Act 2005 including appointing public information officers. The State Government has said it will be setting up the State Information Commission and is likely to appoint only three members to the Commission.
