In May 2005, the national Right to Information Act 2005 was passed by Parliament. The RTI Act 2005 received Presidential assent on 15 June and came fully into force on 12 October 2005. (For more information on the passage of the RTI Act 2005 and implementation at the national level, click here.) The RTI Act 2005 covers all Central, State and local government bodies and applies to the State Government of Arunachal Pradesh.

The Arunachal Pradesh Government has started implementing the RTI Act 2005. The Government has issued the Arunachal Pradesh Right to Information Rules 2005.

• Arunacal Pradesh government has appointed N Yongan, a former Rajya Sabha MP, as CIC and Bani Danggen, H Payang and Nipo Nabam as information commissioners. The Governor S K Singh administered the oath taking ceremony at the Raj Bhawan.
• The State Government organised a workshop on the RTI Act 2005 for all District officers of Lohit and Anjaw district on 18 October 2005. Under the Arunachal Pradesh Right to Information Rules 2005 any citizen can seek information on government matters by making an application in Form - 'A' to the competent authorities by depositing application fees ranging from Rs. 50/- to Rs. 500/- depending on nature of information. In order to co-ordinate and deal with appeals the State Government will also appoint one State Information Officer who will dispose all cases within thirty days from the date of appeal, the report added.
• The Arunachal Pradesh Nationalist Congress Party (NCP) has expressed resentment over the Gegong Apang-led Congress Government's failure to form the State Information Commission. NCP secretary Nabam Jallow said the Apang Government had failed to comply with the Union Ministry of Law and Justice's order directing all state governments to form the State Information Commission under the RTI Act 2005 by 13 October. He urged the government to constitute the State Information Commission immediately.
