Level RTI: Puducherry
Law
In
May 2005, the national Right
to Information Act 2005 was passed by Parliament. The RTI Act
2005 received Presidential assent on 15 June and came fully into
force on 12 October 2005. (For more information on the passage of

here.)
The RTI Act 2005 covers all Central, State and local government
bodies and applies to the Union Territory of Pondicherry.
The
Pondicherry Administration has started implementing the RTI Act

- The State Information Commission of Puducherry
Abolished
In the wake of directions from the Ministry of Home Affairs,
The State Information Commission (SIC) in Puducherry, headed
by Mr. C. S. Khairwal, was
abolished on 31 July, 2007 by the orders of the Lieutenant Governor
of Puducherry. Under the RTI Act the Union Territories cannot
have a State Information Commission. Therefore the formation
of the Commission and the appointment of the State Chief Information
Commissioner was outside the ambit of powers of the Puducherry
Government. The abolition of the SCIC will not affect the legality
of the orders passed and the decisions taken with appeals and
petitions pending before it being transferred to the Central
Information Commission in New Delhi. The Ministry may allow
the Puducherry Government to open a sub-office and post an officer
in-charge to enable citizens to file appeals.
