Consultant – Briefing Paper on Police Oversight Bodies in India


The Police Reforms Programme is seeking a Consultant for preparing a briefing paper on the functioning of the Police Complaints Authorities in India.

About the Police Reforms Programme:

The police reforms programme at CHRI advocates for systemic reform of the police as a law upholding, accountable, representative and professional service. The programme engages with state institutions including police departments, governments and independent institutions, as well as civil society and rights groups to produce empirical research, publish legislative and policy analysis, disseminate educational material and conduct training.

Terms of reference:

The consultancy is part of CHRI’s ongoing focus on monitoring the implementation of the Supreme Court directives on police reforms. The Consultant will work closely with the police reforms programme team based in Delhi. Key responsibilities would include:

  • Research the functioning of Police Complaints Authorities across states in India including the number of state and district PCAs functional on the ground, the number and type of complaints received, status of inquiries conducted, and progress against action recommended against delinquent police officers based on information secured through Right to Information, interviews with authority chairpersons and reports available in the public domain;
  • Write and complete the paper in consultation with the police reforms program; and
  •  Assist in the design of outreach and advocacy content based on the findings of the paper.

Duration of the Consultancy: 3 months

Qualifications:

  • Graduate degree, preferably in law and social sciences, from a recognized university;
  • 7-10 years of work experience in the field of human rights; legal and policy research and advocacy;
  • Demonstrable experience in preparing policy and advocacy documents;
  • Proven research and analytical skills through published work;
  • Strong communciation skills in English;
  •  Ability to work independently;
  • Knowledge  of  the  Supreme  Court  directives  on  police  reforms  and  police  complaints authorities would be an advantage.
