Programme Officer - Prison Reforms Programme

The Commonwealth Human Rights Initiative (CHRI) is currently recruiting a Programme Officer to work in its prison reforms programme based in the New Delhi office. CHRI's prison reforms programme works on prisoners’ rights and improved prison conditions.

The CHRI prison reforms programme has worked in India for the past 12 years. The programme aims to reform prison administration and foster an attitude of cooperation between the various agencies of the criminal justice system in place of the prevailing indifference and discrimination. CHRI seeks to achieve its goals through research, legal analysis and advice, advocacy, capacity building, network building and conference facilitation.

Job Description

The Programme officer will be required to work with the team and advocate prison reform by undertaking monitoring and research on prisons with a particular focus on pre-trial detention, human rights issues, discrimination and bias, collecting, compiling and maintaining data on policing, accountable governance and human rights issues. Writing and publishing research and advocacy documents, project documentation and donor reporting and assisting with organising and delivering workshops will be a major focus of the programme. The position will require the successful applicant to represent CHRI locally, regionally and nationally. The applicant must be able to assist in developing and maintaining effective networks with a diverse range of people, including prison officers, lawyers, government, civil society and the media. The candidate must also be in a position to assist with management activities, such as team strategy and planning.

Qualifications

The candidate must be committed to civil liberties and should have four years professional work experience, with strong academic qualifications in law, social sciences or other related fields. Candidates must possess exceptional and excellent research, writing and editing skills, as well as outstanding oral communication abilities in English and Hindi is a must. Working knowledge of additional languages will definitely be an added advantage. Knowledge or work around human rights, prisons or justice sector reform is preferred. Sound knowledge of criminal law and procedure will be an added advantage. Excellent computer skills, including word processing, email and internet are essential.

The position is suitable for an energetic, enthusiastic and creative person interested in being based at a dynamic organisation working at the cutting edge of prison issues. Candidate must be adaptable and able to work effectively as a member of team in a multicultural environment.

CHRI is based in New Delhi, India, and has offices in London, UK and Accra, Ghana. The role is based in CHRI's New Delhi office. Senior Project Officer (South Asia) - Right to Information Programme

Job Description:

Responsibilities include advocacy with governments in Bangladesh, Pakistan and Sri Lanka for securing access effective implementation of Right to Information (RTI) laws; advocacy with the South Asian Association for Regional Cooperation (SAARC) to adopt regional standards on transparency in the working of public bodies; analyzing draft RTI legislation or related draft subordinate legislation; capacity-building of civil society organisations to spread awareness about these laws at the community level by designing and conducting workshops in collaboration with CHRI partner organisations; expand/deepen CHRI’s outreach in the region; design and draft well-researched publications on RTI.

Qualifications:

  • Postgraduate or research degree in law or social sciences
  • Experience of policy advocacy at senior levels in government
  • High levels of competence in research and analytical skills
  • High levels of competence in articulation (verbal and writing) in English and at least one national official language in Sri Lanka, Pakistan or Bangladesh
  • Proven ability to work independently with a high degree of initiative and creativity, and proven capacity to think and act strategically
  • 2-3 years of relevant work experience on RTI-related issues
  • Excellent computer skills, including word processing, email and internet research and
  • Strong sense of commitment to work.

Desirable Qualifications:

  • Ability to design and conduct capacity building workshops for government and civil society
  • Previous experience of working in a multi-cultural office environment.

Senior Project Officer (India) - Right to Information Programme

Job Description:

Responsibilities include researching, drafting and editing publications on specific topics based on the Right to Information Act (RTI Act); designing and conducting thematic capacity building workshops for information-providers and information-seekers; analyzing decisions of information commissions and courts related to RTI; publishing regularly in the print and electronic media, expanding CHRI’s network of partners in various States; designing and conducting compliance surveys on RTI; fund-raising from local and foreign donors.

Qualifications:

  • Postgraduate or research degree in law or social sciences
  • 2-3 years of experience in promoting awareness and use of the RTI Act
  • High levels of competence in research and analytical skills
  • High levels of competence in articulation (verbal and writing) in English and Hindi
  • Proven ability to work with a high degree of initiative and creativity under minimal guidance
  • Excellent computer skills, including word processing, email and internet research

The Commonwealth Human Rights Initiative (CHRI) is currently recruiting a Programme Officer to work in its police reform and accountability programme based in the New Delhi office.  CHRI's police reform programme works for the practical realisation of human rights across the Commonwealth through the implementation of democratic, transparent and accountable policing.

The CHRI police reform programme has worked in India for the past 12 years. The programme aims to achieve police accountability and reform through research, legal analysis and advice, advocacy, capacity building, network building and conference facilitation, both within national borders and across jurisdictions.

The Programme Officer will be required to advocate for increased police accountability and reform by undertaking monitoring and research on policing, human rights issues, discrimination and bias, diversity in police organisations, collecting, compiling and maintaining data on policing, accountable governance and human rights issues. Writing and publishing research and advocacy documents, project documentation and donor reporting and assisting with organising and delivering workshops will be a major focus of the programme. The applicant would also be required to build momentum around the ongoing campaign for police reforms. The position will require the successful applicant to represent CHRI locally, nationally, or regionally.  The applicant must be able to assist in developing and maintaining effective networks with a diverse range of people, including the police, lawyers, government, civil society and the media.  The candidate must also be in a position to assist with management activities, such as team strategy and planning.

Candidates should have a minimum of five years professional work experience, with strong academic qualifications in law, social sciences or other related fields.  Candidates must possess exceptional and excellent research, writing and editing skills, as well as outstanding oral communication abilities in English and Hindi is a must. Volunteers

The Commonwealth Human Rights Initiative (CHRI) is looking for young and dynamic graduate volunteers to be based at its headquarters in New Delhi, India. Applicants must be self-supporting, able to learn quickly, work independently, and have excellent communication, writing and research skills.

CHRI is an independent, non-partisan, international non-governmental organisation, working for the practical realisation of human rights across the Commonwealth. It has offices in London, UK; Accra, Ghana; and is headquartered in New Delhi, India.

CHRI’s present programme of work focuses on police reforms, prison reforms and promoting access to information. It also overviews the human rights situation in all 53 countries of the Commonwealth, looking especially at the situation of human rights defenders, compliance with international treaty obligations and monitoring performance of Commonwealth members of the new United Nations Human Rights Council.

Activities include making periodic submissions to appropriate international fora (e.g. Commonwealth Ministerial Action Group meetings), clause-by clause analysis of draft bills, bringing out research reports, networking and doing capacity building trainings for governments and civil society.
