Programme Officer - Police Reforms Programme (South Asia)

The Commonwealth Human Rights Initiative (CHRI), New Delhi is currently recruiting a Programme Officer (South Asia) to spearhead its growing work on Police Reforms. The programme focuses on promoting police accountability and reform throughout the Commonwealth. The South Asia segment includes research, legal analysis and advice, advocacy, capacity and network building and conference facilitation in Bangladesh, India, Maldives, Pakistan and Sri Lanka.

Job Description

The successful applicant will be part of a Delhi-based team and required to represent CHRI at national and international forums, conduct workshops and consultations in the region, provide legal and comparative technical input on policing issues, build networks with diverse groups (including governments, police, civil society and media), and assist with management activities (such as team strategy, fundraising, and donor reporting).

Qualifications

Candidates should have a minimum of three years professional work experience, with strong academic qualifications in law, social sciences or other security or criminal justice related fields. Candidates must possess exceptional research, writing and editing skills, as well as outstanding oral communication abilities in English. Language skills in Urdu, Bangla or Hindi are desirable. Knowledge of human rights, policing, or security sector reform is preferred, as is experience in planning and implementing advocacy strategies.

The position is suitable for an energetic, enthusiastic and creative person who is a self-starter and interested in being based at an international organisation working out of the global south. The salary package is negotiable, but is based on moderate local wages. Candidates must be adaptable and able to work effectively in a challenging environment.

Programme Officer - Police Reforms Programme (India)

The Commonwealth Human Rights Initiative (CHRI) is currently recruiting researchers/programme officers to join its police reforms team. The programme works across India, South Asia and East Africa to develop policy and public dialogue to improve policing.

Job Description

Successful candidates will be part of a Delhi based team and be required to: collect, compile, and maintain data on policing: write legal briefs and research papers on aspects of policing based on comparative law and practice drawn from across the world.; document the working of the program; design and develop workshops, build networks and contribute to the strategic planning of the program. The successful candidate will represent CHRI locally, regionally, nationally, and internationally.

Qualifications

Minimum of 3 years experience, with strong academic qualifications in law, social sciences, or any other related field; experience in criminal procedure, policing or justice sector reform preferred; excellent English and Hindi communications (speaking, writing and editing) skills are essential along with demonstrably high quality research abilities; word processing, database management, email and internet skills are essential.

The ideal candidate will be self motivated, energetic, and able to work independently toward given deadlines; dedicated to working in the long term toward the reform of the policing system and at ease in a busy multicultural environment.

Project Officer - RTI Programme (South Asia)

Job Description

Responsibilities include researching, drafting and editing publications on RTI; networking with CHRI’s partners; moderating and popularizing CHRI’s email discussion group SARTIAN; publishing well researched articles in the print and electronic media; conducting project-related correspondence; maintaining project documentation, preparing progress reports for funders and other similar project-related work in general.

Essential Qualifications

  • Postgraduate degree in law or social sciences.
  • Competent research and analytical skills.
  • High levels of competence in articulation (verbal and writing) in English and at least one national official. language in Sri Lanka, Pakistan, Maldives or Bangladesh.
  • Proven ability to work with a high degree of initiative and creativity under minimal guidance.
  • Excellent computer skills, including word processing, email and internet research.
  • Knowledge of moderating email discussion groups.
  • Strong sense of commitment to work.

Desirable Qualifications

  • 2-3 years of experience of working on RTI-related issues.
  • Previous experience of working in a multi-cultural office environment.

Programme Assistant, Access to Information Programme

Job Description

Responsibilities include supporting programme's administrative tasks, keeping track of project timelines, coordinating with printers and publishers, doing media scans, reporting of progress in programme activities, website updating, contact database maintenance, assisting with logistics for workshops and conferences and maintaining documentation.

Essential Qualifications

  • Honours Graduate or Postgraduate in Political Science, Economics, Sociology or English literaure.
  • High levels of competence in articulation (verbal and writing) in English and at least one Schedule VIII language in India.
  • Proven ability to work with a high degree of initiative and creativity under minimal guidance.
  • Excellent computer skills, including knowledge of word processing, MS Excel, email and internet research.

Desirable Qualifications

  • 1-2 years of experience of working on RTI-related issues.
  • Previous experience of working in a multi-cultural office environment.

Coordinator - Prison Reforms Programme

The Commonwealth Human Rights Initiative (CHRI) is currently recruiting a Coordinator to manage its prison reforms programme based in the New Delhi office. CHRI's prison reforms programme advocates prisoner rights and improved prison conditions.

The prison reforms programme has worked in India for the past 12 years. The programme aims to reform prison administration and foster an attitude of cooperation between the various agencies of the criminal justice system in place of the prevailing indifference and discrimination. CHRI seeks to achieve its goals through research, legal analysis and advice, advocacy, capacity building, network building and conference facilitation.

Job Description

The Coordinator will lead a small team and engage in evidence-based advocacy to promote prison reforms in India by undertaking monitoring and research on prisons with a focus on unnecessary detention, under-trials (pre-trial detainees) and discrimination; and compiling and maintaining data on policing, accountable governance and human rights issues.

Writing and publishing research and advocacy documents; project documentation and donor reporting; and facilitating and delivering workshops will be a major focus of the programme. The applicant must be comfortable and experienced with management activities, strategic planning, budgeting, project implementation, monitoring and reporting. S/he must also be skilled in fund-raising, including drafting proposals, identifying and liaising with potential foundations, individuals, governments, and multilateral agencies. The position will require the successful applicant to represent CHRI at senior levels, including liaising with donors, governments, sponsoring organisations and CHRI’s governance bodies. The applicant must also be able to develop and maintain effective networks with a diverse range of people, including prison officers, lawyers, government representatives, civil society and the media.

Qualifications

The applicant must be committed to civil liberties and should have five to seven years professional work experience, with strong academic qualifications in law, social sciences or other related fields. The applicant must demonstrate a proven ability to work independently, with a high degree of initiative and creativity, and a strong capacity to think strategically. S/he must possess exceptional and excellent research, writing and editing skills, as well as outstanding oral communication abilities in English and Hindi. Working knowledge of additional languages will be an added advantage. Experience in directing a team is crucial, as is knowledge and work around human rights, prisons or justice sector reform. Sound knowledge of criminal law and procedure will be an added advantage. Excellent computer skills, including word processing, email and internet are essential.

Volunteers

The Commonwealth Human Rights Initiative (CHRI) is looking for young and dynamic graduate volunteers to be based at its headquarters in New Delhi, India. Applicants must be self-supporting, able to learn quickly, work independently, and have excellent communication, writing and research skills.

CHRI is an independent, non-partisan, international non-governmental organisation, working for the practical realisation of human rights across the Commonwealth. It has offices in London, UK; Accra, Ghana; and is headquartered in New Delhi, India.

CHRI’s present programme of work focuses on police reforms, prison reforms and promoting access to information. It also overviews the human rights situation in all 53 countries of the Commonwealth, looking especially at the situation of human rights defenders, compliance with international treaty obligations and monitoring performance of Commonwealth members of the new United Nations Human Rights Council.

Activities include making periodic submissions to appropriate international fora (e.g. Commonwealth Ministerial Action Group meetings), clause-by clause analysis of draft bills, bringing out research reports, networking and doing capacity building trainings for governments and civil society.
